Targeting Assessments in Panjwayi and Kandahar City

In October 2024, HOPA conducted door-to-door targeting assessments in Panjwayi District and Kandahar City to identify vulnerable households for the General Food Distribution (IPC3) program. The assessment covered 1,167 households in Panjwayi and 8,488 households in Kandahar City, ensuring a transparent and inclusive selection process aligned with WFP guidelines. Digital data collection using tablets (MODA system) enhanced accuracy and efficiency, minimizing errors and expediting data processing.

Despite logistical and cultural challenges, the assessments were successfully completed. Community concerns regarding data security and privacy were addressed through pre-assessment awareness sessions, while female enumerators were deployed to engage women in culturally sensitive households. Protection measures, including PSEA compliance, Accountability to Affected Populations (AAP), and data protection protocols, were strictly upheld.

Key recommendations from the assessment include enhanced community engagement, additional logistical support for hard-to-reach areas, strengthened data security measures, and expanded awareness initiatives through audio messaging and banners.
