CFAC Training and Formation in Kandahar and Panjwayi

In September 2024, HOPA successfully facilitated the formation and training of Community Feedback and Accountability Committees (CFACs) in Kandahar City and Panjwayi District under the General Food Distribution (IPC3) program. A total of 30 CFACs were established in Panjwayi, with representatives from diverse backgrounds, including women and vulnerable groups, ensuring inclusive community participation.

During the training, participants were sensitized to their roles, including WFP’s 13 selection criteria, grievance redress mechanisms, and accountability measures. WFP visibility materials were prominently displayed to enhance transparency, and feedback channels such as hotlines were introduced to improve accessibility for affected populations. However, concerns were raised about fair representation of disabled individuals and marginalized groups in leadership roles. To address these, HOPA emphasized gender-sensitive training and advocated for balanced representation within CFACs.

Strict adherence to WFP’s Prevention of Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), and data protection guidelines was ensured. To strengthen the impact of CFACs, additional training sessions, localized informational materials, and periodic performance reviews were recommended.

HOPA remains committed to enhancing transparency, accountability, and community engagement, ensuring that beneficiaries are actively involved in decision-making processes for a more effective and inclusive humanitarian response.
